I am afraid that the statement is true. Thanks to TV teenagers got the wrong picture. They see that bad guys can easily get away with breaking laws. Making off from the police is romanticised and described as some kind of competition. If you are cunningly clever you can set others up and persuade a judge to let you off. The strong can beat up the others and it is shown as a combat between gladiators. Committing crimes is not a challenge but a way to nowhere.
